Tebelopele is a non –profit health and wellness organization dedicated to protecting and improving the lives of communities across Botswana for over 20 years .Tebelopele facilities are situated in 18 locations serving residents in rural, urban and town. In August 2018, Tebelopele became Botswana’s first and largest non- profit HIV Testing to integrated HIV-SRH services which includes HIV and STI screening and treatment, TB screening and, Family planning. Pre Exposure Prophylaxis (PrEP) and Post Exposure Prophylaxis (PEP).

Tebelopele aims at providing tailored, integrated facility specific support to close the gaps related to HIV/AIDS, treatment and care, particularly among AGYW and men. The expected outcomes will be based on project Key results areas. Through the USAID award Tebelopele will implement a client centred integrated prevention, care and treatment program that will support services delivery towards reaching HIV epidemic control. To achieve this, the activity will focus on the following four

  • Key Results Areas 1) to foster early detection of infection and to address the gaps in testing (especially among men and youth) 2) To enhance early linkage to care and treatment to persons newly identified as HIV positive 3) Increased Adherence, Retention and Sustained Viral Load Suppression for HIV and TB Patients on Treatment and 4) Scaling Preventive Strategies to Combat HIV Infection among Population at Risk. The expected outcomes will be based on the program description Key results areas with geographic focus of the Activity including Tebelopele facilities in Gaborone, Kweneng East, and Francistown.

SENIOR MONITORING & EVALUATION OFFICER (x1) HEAD-OFFICE : GABORONE

Reporting directly to the Monitoring & Evaluation Manager, the Senior Monitoring & Evaluation Officer has the overall responsibility to substantively contribute to the development of the results based framework and strategies for operationalizing the Monitoring and Evaluation Plan of Tebelopele and provide technical support to all projects. The Senior M & E Officer coordinates the system through data collection activities, survey work, analysis and M&E Reporting for the collection, merge and analysis of all activity based information within Tebelopele.

1.1 OVERALL PURPOSE

  • To ensure establishment and regular update of result based management, monitoring and evaluation, and strategic information reporting systems for effective program and project management.
  • To lead development and implementation of M&E plan, annual work plans and budgets.
  • To conduct research geared at positioning TVCTC as a leader in application of best practices and new knowledge as well as conduct relevant Baseline and End lines surveys/studies.
  • To prepare monthly quarterly, semi-annual programmatic performance reports and generate center reports, summarizes and distributes them to source centers and stakeholders.
  • To provide to all functions within Tebelopele skills and expertise in the implementation of M & E Data Management solutions as may be required
  • To conduct support and mentoring visits to all sites as required or as indicated in the annual plans.

To provide leadership for development of project and programme evaluations, evaluation methodologies, and for the development and implementation of indicators that can be used for monitoring.

  • To develop and maintain the M & E System and processes to function more efficiently in providing relevant, timely program assessment information to key stakeholders within the organization as well as external partner as and when required.
  • To work closely with ICT department, program team both at district and national levels to process, analyse and use information to improve project performance.
  • To work with Team Leads and Counsellors to ensure that the highest standards of data collection within the management information system are maintained.
  • To exercise suitable levels of confidentiality as defined and dictated by TVCTC at all times.

1.2 COMPETENCIES

  • Experience with the logical framework approach to M&E and quantitative, qualitative and participatory M&E approaches.
  • Experience in general information Management
  • Ability to multi-task and meet strict deadlines
  • Experience in the design, use and analysis of questionnaires and data capture documents
  • Knowledge and understanding of the key issues relating to Voluntary Counselling & Testing
  • Strong organizational skills and focus on detail
  • Proficient in computer programming techniques, Microsoft Office Suite and statistics analysis software,(SPSS,EPI-Info, or similar)
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Proven ability to work creatively and independently both in field and in office
  • Strong team player and adept at creating a strong team spirit

1.3 EDUCATION/QUALIFICATION

  • A Bachelor’s degree in Public Health or Social and Behavioral Sciences (Health Economics, Population Studies, Statistics, Psychology)
  • Post-graduate qualification in Monitoring and Evaluation, information management, project management, or equivalent will be an added advantage.

1.4 SKILLS, KNOWLEDGE & EXPERIENCE

  • 5 + years of extensive experience in Monitoring and Evaluation
  • Certification in the one of the following: Relational Database Management system, SPSS, EPINFO, SASS or similar.
  • Knowledge of DHIS2 (Design & Customization and Information Use)
  • A valid driving license will be an added advantage.
